A plan implies that nothing changes, but things are always going to change. This means an element of becoming an expert is to understand when things are changing and course-correcting as necessary, i.e. being flexible.
To focus only on the rules makes you competent at what you do. An expert will have seen enough situations to gain an intuition of what the correct answer is.
